Morgenson: Banks Say No. Too Bad Taxpayers Can't.

From the earliest days of the credit crisis, the nation’s big financial institutions have been less than forthcoming about ballooning loan losses buried inside their books. To some degree this is understandable: denial is a powerful thing, after all, and writing off troubled loans during a period of severe stress is, for bankers, the equivalent of getting a root canal.

As profits rebound at many of these institutions, however, artful dodging becomes more disturbing. And when disguising problems winds up harming the taxpayer — the same folks who rode to the rescue of banks with billions of dollars — the denial is downright exasperating.

Among the more glaring bookkeeping fictions on big banks’ balance sheets today are the values they assign to all of the bounteous second mortgage loans. doled out during the mortgage bonanza. As any realist will attest, many of these loans are worth little, and yet there they sit, at fantasy levels, on banks’ ledgers.

Refusing to face reality on second liens ultimately hurts shareholders. But taxpayers are the ones holding the bag when institutions try to avoid losses by refusing to buy back problem loans they have sold to Fannie Mae and Freddie Mac, the mortgage finance giants that are wards of the state.

Fannie and Freddie helped grease the nation’s housing machinery before and during the boom years, scooping up loans from all corners of the country. the more of these that Fannie and Freddie bought, the easier it was for banks to write new mortgages.

To protect themselves from getting piles of garbage loans shoveled their way when they buy mortgages, Fannie and Freddie require lenders or loan servicers to sign contracts requiring those firms to repurchase loans that don’t meet certain standards relating to borrower incomes, job status or assets. Loans that were extended fraudulently, or deemed to have been predatory, are also candidates for buybacks.

Surprise, surprise: banks don’t want to repurchase these loans. so when Fannie or Freddie identify problem mortgages and request repayment, a battle royal begins. Banks may argue, for example, that the repayment requests have flaws of their own.

But for us as taxpayers, watching this battle from the sidelines, one growing concern is how aggressively Fannie and Freddie will pursue their requests. If banks refuse to buy back flawed loans, taxpayers will have to cover more of the losses.

A lot of money is at stake here, and the figure is growing all the time. according to March 31 figures from Freddie, for instance, the amount of problem loans that it has asked other firms to buy back stood at $4.8 billion — up 26 percent from $3.8 billion just three months earlier.

Freddie also said that as of the end of March, 34 percent of its buyback requests had been outstanding for 90 days or more. three months earlier, that figure was 30 percent. That increase suggests a greater reluctance among banks to respond to Freddie’s demands.

Fannie, for its part, doesn’t disclose how much it’s asking banks to buy back. Instead, it simply reports how much banks have agreed to buy back but have yet to pay during a specific period.

During the first quarter of 2010, for example, Fannie said the unpaid principal balance of loans repurchased by its servicers came in at $1.8 billion, up from $1.1 billion during the first quarter of 2009. “We expect the amount of our outstanding repurchase and reimbursement requests to remain high throughout 2010,” Fannie said in a filing.

It’s surely good news that Fannie and Freddie are trying to hold these other firms responsible for shoddy lending standards. But if those firms continue to resist paying up, that would be bad news indeed for taxpayers who would have to absorb Fannie and Freddie’s losses on the loans.

“Banks have been unwilling to mark all of the bad loans they have and mortgage securities they hold to their true values because that would require a loss,” said Kurt Eggert, a professor at the Chapman University School of Law. “But this is about banks trying to avoid losses and having the taxpayers absorb them.”

Freddie does not identify the lenders or loan servicers it is asking for buybacks. some of the difficulties it encounters with loan buybacks are, it said, the result of “potential insolvency” — that is, financial woes at companies that made or service the loans.

The top three lenders or loan servicers doing business with Freddie are JPMorgan Chase, Bank of America and Wells Fargo.

In its own filings, JPMorgan said it bought back a total of $1.1 billion in loans in 2009. at the end of that year, the bank recorded $218 million in repurchased loans as nonperforming assets on its balance sheet. In the first quarter of 2010, the bank repurchased loans with an unpaid principal balance of $322 million. it had set aside $1.5 billion in reserves for repurchase requests at the end of 2009. the bank does not break out how many of these repurchases involved Fannie or Freddie.

Wells Fargo’s financial filings show that it repurchased or otherwise settled loans worth $1.3 billion last year and bought back an additional $600 million in the first quarter of 2010. Its reserves for future repurchase requests stood at $1 billion at the end of last year.

Mary Eshet, a Wells Fargo spokeswoman, said the bank “continues to have a productive relationship with the agencies as we work together to mutually resolve repurchase requests in a timely manner.”

“While the research involved in this process can be time-consuming,” she said, “it is Wells Fargo’s goal to complete repurchase requests as quickly as possible, and we have adjusted staffing levels appropriately to respond to current volumes.”

Thomas A. Kelly, a spokesman for JPMorgan Chase, said the bank “works consistently, loan by loan” with Fannie and Freddie.

Bank of America did not respond to an e-mail message seeking comment.

Michael Cosgrove, a Freddie spokesman, said that the company is aggressive about enforcing its right to recover on questionable loans because it has a duty to be a good steward of taxpayer dollars. “These reviews are more important than ever; there is no reason why taxpayers should pay for decisions that led to the sale of bad loans to Freddie Mac,” he said.

But the banks have a keen interest in minimizing their exposure to loan buybacks, and you can be sure they are asserting their rights to say no to these demands just as aggressively.

“If the banks are not abiding by repurchase agreements, essentially they are saying the taxpayer should be on the hook, not them,” Mr. Eggert said. “It’s a hidden bailout.”

Throughout the credit crisis, the Obama administration has bent over backward to accommodate the nation’s large financial institutions, arguing that shoring up the banking system is in everyone’s interest.

To that end, the White House has given banks a lot of carrots in this crisis. But when it comes to buying back reckless loans, banks should now get the stick.

I read this morning Reuters Blogger Felix Salmon’s article entitled “The new Trend: Default on Your Mortgage And Stay In Your House” my comments follow!

I was truly amazed at the comments from his readers who simply don’t get it, and it is frightening to say the least about the level of unawareness that prevails among our culture.

“The Obama administration was more intent to save the banks, and did so against the very interest of the American family. why do I say this, the government came to the rescue of the very culprit that caused the problem, (the Banks) with an astonishing $787 billion, and the insurance carrier that was allowing the foreclosures to continue, AIG with an additional $180 billion. “AIG was the guarantor of the Derivatives that paid the banks when a borrower defaulted.

If AIG would have been allowed to collapse, or paid to Wall Street insiders 25 cents on the dollar there would have been NO incentive to foreclose in the volume the banks pursued. “Now another scenario presents itself in retrospect, the main problem facing borrowers today is the high interest rates, and over valuations of their property.

In short most borrowers are under water, in some areas, like Nevada, this state of mortgage reality is as much as 80%. if the administration and indeed congress gave a rats hair about America rather that their beneficiaries, they would have made the money available to borrowers to pay to the banks for a loan modification and principal reduction. if they had Washington Mutual would still be around, as would Indymac.

A much lower level of foreclosures, and sanity would have prevailed.

“As it now stands, millions of homes have already been foreclosed and millions more are waiting in the wings, the unemployment level is a real 63 million representing 40% of the workforce. The economy is trudging along on one foot as those who have stopped making mortgage payments are actually, bless them, spending their money buying things they had put off to make instead their overpriced mortgage, and 30,000 good people are filing bankruptcy each and every week. now something to think about: what value did America have invested in Wall Street?

What advantage did America receive from Wall Street being bailed out for a second time?

Everyone knows it will happen again!”

Anyone who really believes that the public was wrong and the banks were the good guys, should read all the information that has been developed about the Banks and the FRAUD they perpetuated on an “unsuspecting” Public, the banks knew these loans would never be repaid, and they didn’t care as they sold these loans as securities and took out default insurance, think “CDS” consumers basically uneducated to the intricate mortgage loan documents relied on their bank or mortgage company, and a lot of seniors also did. And they were conned!

Countrywide and several other banks have already been sued by the Attorneys General of several states over “Fraudulent intent” and they are making modifications with principal reductions under court orders. The Banks failed to explain the ramifications on such loans as option arms where the borrower only qualified for a payment less than his interest and the difference was added back increasing the principal of the loan.

The Banks didn’t care as they planned this bubble to continue indefinitely and were looking already to a refinance where they made additional points. For those who still side with the banks, try studying the history of banking, it has always been laden with unscrupulous individuals; perhaps it will enlighten you, or perhaps not!

Make parents help children learn

These morons need to take a look at what is going on at home, not school. There are so many students that skip school, don’t care, don’t do homework, blow off tests, and have absolutely no parent involvement.

that Web comment came from an anonymous teacher complaining about merit pay. the “morons” are Republican legislators pushing bills to link teacher raises to student test score.

Teachers say they can’t be held responsible for teaching the un-teachable. Hold the students and parents accountable, they argue.

I can’t agree with those teachers who excuse themselves in advance for not doing what they are paid to do. for some, it becomes an excuse not to put out maximum effort because, why bother?

There are too many students, once considered un-teachable, who are succeeding. the right environment and right teacher can work wonders.

even so, the teacher complaints are not without merit.

So let’s devise an outline for a Parent-Student Accountability Act.

Kids can’t learn if they aren’t in school. There is a strong link between truancy, and crime and dropouts.

One sanction used in Florida to deter truancy is suspending drivers licenses. If a student has more than 15 unexcused absences in a 90-day period, his license is yanked. getting it back requires 30 days of perfect attendance.

the law works. In 2007-08, there were 8,400 licenses suspended. of that number, 96 percent of kids came back to school. There is a very low recidivism rate because getting your license back costs $45 and, even worse, requires waiting in line at the drivers license office.

But the law is ridiculously generous. Fifteen unexcused absences in a 90-day period equates to missing a week of school every month for no other reason than not wanting to show up. the clock continually resets, so kids can miss 14 days every 90 days. And don’t think a lot of them haven’t figured that out.

the threshold needs to come way down. A warning should go out after two absences, with the suspension occurring after a third.

This is hardly unreasonable given that the students magically begin showing up every day once they lose their licenses.

getting them in school is half the battle. the Parent-Student Accountability Act would require students to maintain a C average to drive. that is the standard for playing sports so it’s hardly onerous. Progress on standardized tests also could be calculated in the driving equation.

Disruptive kids are a huge problem. they need to be ousted when it becomes obvious their behavior isn’t going to change. It seems some schools are hesitant to take administrative action, like suspensions and expulsions, because it goes on the school’s records. Teachers are left to fend for themselves, trying to teach one group of kids while a vocal minority drown out their lesson plans.

we need alternative schools for these kids, utilizing strict discipline and much longer hours to keep students out of trouble. Orange had two successful alternative schools run by a group called Community Education Partners. they fell to budget cuts.

some Republicans think that reform is a substitute for spending. But for some things, money matters. the same education model doesn’t fit all kids. And some models are more expensive than others.

Parents also must be held accountable.

My act would require a mandatory parent conference when a child is registered in school. that gives the school a chance to make parents feel welcome, encourage them to come back and provide information on attendance policies and sanctions. many charter schools do something like this, with some requiring that parents volunteer their time.

If a child is failing, parents should be required to pick up their report cards in person to discuss the situation.

under the Parent-Student Accountability Act, there would be sanctions for non-compliance. many states suspend drivers’ licenses for failure to pay child support. Education support is as important. Parents who don’t provide it should likewise face loss of their licenses, particularly parents who fail to get elementary-age kids to school. If that doesn’t work, then home removal and criminal neglect charges should be an option. It happens now, but very rarely.

Destroying a child’s chance for a good education is child abuse.

under state law, welfare (temporary cash assistance) checks to parents can be reduced or curtailed because of truant kids. But this involves a lengthy administrative process. It needs to be streamlined. When parents apply for aid, they should be given a separate form to sign that clearly spells out sanctions.

you can’t legislate bad parents into good parents. But you can try to minimize the damage. And you can motivate and guide those parents who do have their children’s best interests at heart.

It’s all about expanding school reform into education reform.

US consumer spending increased slightly faster than expected inJanuary while the US manufacturing sector grew, underscoring viewsthe economic recovery is progressing.

The Commerce Department says spending rose 0.5%, increasing fora fourth straight month, after advancing by an upwardly revised0.3% in December.

Consumer spending in December was previously reported to haveincreased 0.2%.

Analysts polled by Reuters had expected consumer spending, whichnormally accounts for over two-thirds of US economic activity, toincrease 0.4% in January.

“The message is continuing progress for the economy, if not asfast as hoped,” says Pierre Ellis, a senior economist at DecisionEconomics in New York.

An industry report says the US manufacturing sector grew inFebruary but at a slower rate than was expected.

Analysts say it is still proof the economy is on the mend.

The Institute for Supply Management (ISM) says its index ofnational factory activity declined to 56.5 in February from 58.4 inJanuary.

The median forecast of 80 economists surveyed by Reuters was fora reading of 57.5.

A reading below 50 indicates contraction in the manufacturingsector, while a number above 50 means expansion.

The ISM number “is still at the second highest level since late2005,” says Peter Boockvar, equity strategist at Miller Tabak andCo in New York.

“The data provides more evidence that manufacturing continues tolead this economic recovery.”

Another report shows US construction spending fell for a thirdstraight month to its lowest level since June 2003 in January.

Consumer spending has been held back by stubbornly highunemployment and analysts worry the economy’s recovery from themost painful downturn since the 1930s could stumble in the secondhalf of the year if spending remains lacklustre.

The economy expanded strongly in the second half of 2009, drivenby a sharp slowdown in the rate at which business liquidatedinventories.

Analysts expect stock rebuilding and continued improvement inbusiness spending to support growth into the first half of2010.

Consumer spending rose at a modest 1.7% annual rate in thefourth quarter from 2.8% in the prior period.

Spending adjusted for inflation rose 0.3% in January, picking upfrom a 0.1% gain the prior month.

Personal income edged up 0.1%, a month after increasing 0.3% inDecember, according to the Commerce Department. That is well belowmarket expectations for a 0.4% increase.

Real disposable income fell 0.6% in January, the largest declinein seven months, after increasing 0.2% the prior month.

The drop in income pulled the savings rate down to an annualrate of $US367.2 billion, the lowest level since February 2009.

The savings rate fell to 3.3%, the lowest since October 2008,from 4.2% in December.

Credit card companies get their groove back – The Curious …

Back in August, I wondered if the credit card companies might be getting their groove back because it seemed like after a precipitous fall-off, the number of solicitations they send to our mailboxes was beginning to level off. well, I was wrong, and credit card mail volume, as tracked by the research firm Synovate, resumed its slide. Until now. Here is the graph of the latest data. Mail volume is in millions. (Click on the chart to make it larger.)

Good news for credit-starved America? Perhaps—especially for all those small-business owners who rely on credit cards for company financing. Although if over-indebted American families are part of the return to what’s “normal,” then maybe we’d be better off a little more on the dysfunctional side.

One piece of what’s going, the folks at Synovate say, is that credit carding is again a predictable business now that the CARD Act is all hashed out and the industry knows what it’s up against regulation-wise.

An interesting point to note in the chart is that response rates to credit-card offers are at historically typical levels. my impulse is to ask, did people not learn anything? but then I remember that even the same response rate on a smaller base of offers will mean fewer new credit card accounts. in fact, my colleague Brad Tuttle recently highlighted that, at least as of last fall, new credit card accounts were off on a year-over-year basis by 46%.

Easttown-DUI: Police arrested and charged Sarah Mason, 41, of Upper Darby after a traffic stop along the 1000 block of Lancaster Avenue in Berwyn Dec. 12 at 1:35 a.m. according to police, Mason was stopped for failure to use a turn signal.

Retail theft

Police reported a theft of Enfamil baby formula from a CVS store Dec. 1.

According to police, investigators believe the suspect is the same person who stole more Enfamil formula from the same store Nov. 17.

Theft

Police arrested and charged Charles Ruderman, 48, of Bryn Mawr with theft, bad checks and receiving stolen property Dec. 8.

According to police, Ruderman used bad checks at a Play It again Sports shop in Berwyn

Theft from car

Police got a report from a resident on Waynesbrook Road of a theft of her purse that was stolen from her car Dec. 7.

Police said the woman doesn’t know where the purse was stolen from. It also could have been taken from her car or her shopping cart while she was shopping at the Devon Acme.

Radnor

Christmas wreaths, lights stolen

Police got a report of stolen Christmas lights and wreaths from a home on Briarwood Road in Newtown Square Dec. 12 at 7:23 p.m.

According to police, six Boy Scout wreaths and 20 strands of white lights were missing. The missing items were valued at more than $200.

The victim told police the lights were last seen Dec. 11 at 2 p.m.

– Police got a report Dec. 12 at 12:23 p.m. of stolen Christmas decorations from a home on Campwoods Road in Villanova.

According to police, someone took lights, a garland and 12 wreaths from a fence that borders Sproul Road. The stolen items were valued at $150, police said.

– Police got a report of criminal mischief from the 900 block of old Lancaster Road, Berwyn, Dec. 15 at 8:34 p.m. someone cut a strand of Christmas lights from decorated shrubbery in a front yard.

DUI

Police arrested Arthur Ronald Hutchinson, 69, of Bryn Mawr after a traffic stop on Brook Street near Landover Road in Radnor Dec. 14 at 1:28 a.m.

According to police, an officer on patrol was flagged down by another driver and told about a possibly intoxicated driver who nearly hit a pole at County Line Road and East Lancaster Avenue. The man also told police the driver of the car had been weaving in and out of his lane since passing South Ithan Avenue and Lancaster.

Police said the car being driven by Hutchinson was followed by police for a short distance as the officer reported witnessing the driver swerve in and out of his lane three times.

After the stop, police said Hutchinson exhibited signs of intoxication that included glassy and bloodshot eyes. He also smelled of alcohol.

Hutchinson was taken to Bryn Mawr Hospital where he submitted to a blood test to determine his blood-alcohol level, police said.

– Police arrested Charles Wieser, 19, of Westport, Conn., after a one-car crash along East Lancaster Avenue near Interstate 476 Dec. 16 at 3:24 a.m.

According to police, an officer on patrol spotted Wieser’s 1996 white Subaru disabled with the front end on the raised concrete median.

Wieser told police he had been at a friend’s house near Villanova University and had gone to a Dunkin’ Donuts. He became lost when he tried to return to the friend’s house, police said.

Police said Wieser told officers he tried to make a U-turn and he did not see the center median when he struck it and the car became disabled.

Because Wieser smelled of alcohol, people had him perform standardized field sobriety tests, which he failed, police said.

Weiser was taken to Bryn Mawr Hospital where he submitted to a blood test to determine his blood-alcohol level. He will be charged with careless driving; being a minor who is operating a vehicle with any alcohol in his system; the purchase, consumption or transpiration of alcohol; and DUI.

A passenger, Galen Blumenthal, 19, of Westport, Conn., was also cited for the purchase, consumption or transpiration of alcohol.

Lost property

Police got a report of a missing Apple laptop computer Dec. 19 at 1:24 p.m. according to police, the complainant told police the computer might have been removed from his parked car. The car was parked in the municipal lot on North Wayne Avenue Dec. 18 at 6:30 p.m. The victim further told police he did not believe his car was locked.

Theft from car

Police got a report of a theft of change from a car parked on Buckingham Drive in Rosemont.

According to police, the car had been left unlocked in a driveway from Dec. 8 to Dec. 11. When the owner returned Dec. 11, the contents of the glove compartment were on the front seat and an unknown amount of change was missing.

Theft

Police got a report of a theft of a coat from a bathroom stall of a business property on the 1400 block of Morris Drive, Wayne, Dec. 15 at 8:08 p.m. The complainant returned after realizing the coat was forgotten and discovered it had been stolen. The coat pocket contained a wallet, credit cards, cash and a driver’s license.

– Police got a report of the theft of an iPhone from a student’s backpack at Conestoga High School on the 200 block of Irish Road, Berwyn, Dec. 16 at 10:05 p.m. The backpack was left in an unlocked a gym locker and the iPhone was gone when student returned.

– Police got a report Dec. 17 at 10:47 a.m. of the theft of a cell phone from a backpack left in the boys’ locker room during basketball tryouts at Conestoga High School on the 200 block of Irish Road, Berwyn. The theft is under investigation along with several other cases of stolen phones that have been reported.

– Police got a report of theft of a black and green Kona mountain bike from an unlocked garage on the 200 block of Price Avenue, Berwyn, Dec. 17 at 2:02 p.m. This happened about a month ago.

Criminal mischief

Police got a report of criminal mischief that was discovered to property on Grove Avenue, Devon, Dec. 18 at 8:50 a.m. there was visible damage to the door frame and the door looked like it had been kicked in.

Possession of marijuana

Police conducted a vehicle stop after observing a vehicle traveling 80 mph along Route 202 near Cedar Hollow Bridge, Malvern Dec. 16 at 9:33 a.m. Upon approaching the vehicle, a large number of what appeared to be burnt marijuana cigarettes and green leafy material was seen in plain view as well as a glass marijuana pipe, police said. Robert Barnum, 26, of Allentown, was arrested for possession of a controlled substance.

Credit-card fraud

Police are investigating a report they got Dec. 16 at 10:50 a.m. from the 200 block of Keller Road, Berwyn, of credit-card fraud in November. The victim found several withdrawals and unauthorized transactions on an account when reading a bank statement.

– Police got a report Dec. 17 at 1:06 p.m. of credit-card fraud from Cabot Drive, Wayne. The victim discovered more than $2,000 in unauthorized transactions. The victim had previously used the credit card at a restaurant in Atlantic City.

– Police got a report Dec. 18 at 4:07 p.m. of credit-card fraud from Croton Road, Wayne. The victim reported that someone stole credit-card information and bought about $2,100 in merchandise online.

Attempted credit-card fraud

Police were dispatched to the Wawa store on West Lancaster Avenue in Paoli for a report of an attempted theft using a fraudulent Visa gift card Dec. 16 at 10:45 p.m. This is under investigation.

Possession of marijuana

Kevin Appignani, 27, of Paoli was arrested for possession of marijuana on North Valley Road, Malvern Dec. 18 at 3:30 p.m.

Lower Merion

Liquor-law violations

Police cited James Moran, 21, of Pittsford, N.Y., for hosting an underage drinking party; and Nicholas Lore, 19, of Pearl River, N.Y.; Michael Axtell, 20, of Harpursville, N.Y.; and Kacey Brosnan, 20, of West Nyack, N.Y., for underage drinking.

According to police, officers stopped at the apartment Moran rents on the 800 block of Montgomery Avenue in Bryn Mawr Dec. 13 at 1:30 a.m. because two people were seen kicking bottles from a balcony. When police arrived at the apartment, the officers reported finding that Lore, Axtell and Brosnan had been drinking alcohol.

Liquor theft

Police arrested and charged Kenneth Nelson, 32, of the 1000 block of Durham Street in Philadelphia with theft Dec. 14 at 5:40 p.m.

According to police, Nelson grabbed a bottle of Tanqueray gin and ran from the Wine and Spirits store on City Avenue in Merion. He was stopped by police a short distance later.

Theft

Police reported a package taken from a house on Edgehill Road in Merion sometime on Dec. 14 or Dec. 15. The UPS-delivered package contained a coat that was valued at $200.

Theft from car

Police got a report of a theft from a car parked on the 200 block of Edgehill Road in Merion during the night of Dec. 15 into Dec. 16. according to police, someone entered the unlocked car and took a GPS unit.

– Police got a report of a theft of a laptop computer from a car parked on Edgehill Road in Merion during the night of Dec. 15 into Dec. 16.

According to police, the owner of the car did not know if the car was locked.

Attempted theft from a car

Police got a report of someone entering a car parked on Edgehill Road in Merion sometime the night of Dec. 15 into Dec. 16.

Police said someone entered and rifled through the unlocked car. Nothing was reported missing, police said.

Burglary

Police are investigating a burglary from a home on the unit block of Jefferson Street in Belmont Hills Dec. 16 between 7 a.m. and 7 p.m.

According to police, someone forced open a back door and took an unknown amount of cash. It was unknown whether anything else was taken, police said.

– Police are investigating the report of a burglary from a residence on Elmwood Road in Belmont Hills sometime between Dec. 10 and Dec. 18. according to police, while the residents of the home were away a relative checked on the house and discovered a back window had been forced open. Police did not know if anything was missing.

Public intoxication

Police cited Christopher Norfleet, 25, of the 6100 block of West Oxford Street in Philadelphia for public intoxication Dec. 19 at 1:55 a.m. along the unit block of East Lancaster Avenue in Ardmore.

According to police, an officer on patrol spotted Norfleet urinating in the doorway of a business.

– Police cited Sean Langschvager, 41, with no fixed address for public intoxication Dec. 20 at 4:50 p.m.

According to police, Langschvager was visibly intoxicated as he walked along the unit block of East Lancaster Avenue in Ardmore.

– Police cited Michael Tarquinino, 29, of the 300 block of West Montgomery Avenue in Haverford for public intoxication Dec. 20 at 7:50 p.m.

According to police, Tarquinino called the police to report he was being harassed by a group of people. When police arrived, officers determined he was intoxicated to a point where he was a danger to himself or others.

Narberth

Theft

Police got a report of a theft of snowplow equipment from the front of a house on the 100 block of Iona Avenue in Narberth Dec. 7 at 10 a.m.

According to police, the equipment was sitting in front of a garage door waiting to be loaded on a truck. When its owner came back outside of his home, the equipment was gone.

Public intoxication

Police arrested and cited Joshua Breslin, 35, of the 200 block of Sabine Avenue in Narberth for public intoxication Dec. 13 at 2:30 a.m.

According to police, Breslin was seen having trouble walking along Narberth Avenue in Narberth.
